How do colleges/scouts have this stat done so that we're comparing apples to
apples. Where do the runners start from and when does the clock begin?

Answer
For my daughter she was clocked from her stance in the right hand batters box.  Lefties from the left hand box.  Make sure you note how the timing was done.  This isn't written in stone.

I have sent videos of slappers to coaches timed, using the video frame count, from bat contact to first.
