NFHS- In ITB the runner that should start the inning at second. Can she be substituted by an eligible sub. that has not played in the game. Reason: The sub. is a faster runner then the starter. Correct me if I'm wrong but this should be allowed. The umpires at this game did not allow the coach to use his sub.

Hi Rene,

Thank you for your question.  There is no mention of the International Tie Breaker in the 2011 NFHS Softball Rules, so I concluded that your State Association has adopted the ITB as their tie-breaker procedure of choice. By the way, the game's coaches and umpires aren't even allowed to decide among themselves to implement the ITB if their State Association hasn't adopted it.    

The runner placed at 2B should have been the last batter due up in the order that half inning, if your State's ITB is the same one I'm familiar with.  An eligible substitute should have been allowed to run for the player who was going to be placed on 2B.  

That substitute could have been:
1) A substitute going into the game for the first time
2) A substitute re-entering: one who had already been in the same batting lineup position as the runner who was going to be placed on 2B
3) The FLEX, if the runner on 2B was the DP

That substitute could not have been:
1) A courtesy runner for the pitcher or catcher, as the pitcher and catcher must bat and reach base legally or earn their way on base to be eligible for a courtesy runner
2) A courtesy runner for the DP if the DP is only batting for the pitcher or catcher
3) A courtesy runner for the DP if the DP is batting and playing defense for the pitcher or catcher, as the pitcher and catcher must bat and reach base legally or earn their way on base to be eligible for a courtesy runner
