Batter Inteference at the plate

High School Fast Pitch
Runner on 2nd stealing third, batter does not move in the batter box after the pitch, catcher throws toward third hitting the batter in the box with the throw. At what point in this situation would interference be called. and if it is called what it the penalty? is the batter out, or the runner stealing third or both?

There is no interference in what you describe.  Unless the hater blatantly acts to impede the the throw, there is nothing here.   It is up to the catcher to a dust and make a good throw.  If there was interferemce, batter out, runner back on second.
