What is the definition of Defense Indifference? Where in the rule book is it defined?

I use the National Fastpitch Coaches Association scoring guide to determine how I score.

Go to the stolen base section.  Although not specifically defined it does give examples of its use.  Basically defensive indifference is  not attempting to throw out a runner stealing a base when there is no strategic reason not to such as a first and third situation.
