SAFE, if you are talking about a runner being off base, a runner must be tagged either by the ball in the glove or the ball in the hand. ASA 8-7-b

QUESTION: runners on first and third, one out. batter pops out to second baseman for second out. second baseman throws back to first to force out runner on first for no tag up. runner on third tags and scores before runner on first is forced out for no tag. does runner on thirds run score?

Hi Mike,
This play is NOT a force out. A "force out" occurs when a runner is forced from their base and no longer legally entitled to occupy it because the batter becomes a batter-runner. In this case because the ball was caught there is no b-r and R2 can legally re-occupy 1st
What it is, is a "live ball appeal" of a base left too early on a caught fly ball and is a "timing" play. You can either tag the runner off base or have possession of the ball while in contact with the base before the runner returns for the out.
If R1 touches hp before the LBA (either tag or touch) at 1st the run counts.
