QUESTION: we are a part of little league. i was wondering if a player is stealing 2nd on a catchers missed ball can the go to third if the ball is overthrown to 2nd

unless you have some local league rules on this that prohibit it , sure, no problem, in fact they can go home if they want.

QUESTION: they are not allowed to steal home.  there is some question about stealing bases. one side says that its allowed to steal one base per pitch. this is correct but i was unsure about an overthrown ball. we follow the little league fast pitch softball rules for minor league

Answer
the problem almost always with local rules is that nobody prints them out, makes sure all the coaches etc. have copies and understand how complex situations rules apply.  The LD or whoever is in charge of this league needs to be contacted so everyone understands how local rules supercede national rules
