Question
Do both feet have to be in contact with the pitchers plate when presenting the ball?

Answer
Kind of.  There is no mention of "Presenting" the ball in the ASA rule book.

When the pitcher takes their position on the pitcher's plate, the hands have to be separated.   The ball may be in the glove or the bare hand.  Both feet must be in contact with the pitcher's plate and be completely within the 24" width of the plate.
