Coed ASA

R1 on first and batter hits a long fly to left center, R1 moves off the bag towards the dugout about 2 or 3 feet away from first.  As the catch is made he takes off towards 2nd base.  He tags first after the catch was made and proceeds to 2nd base safely.   Now my questions are.
I do not have my rule book with me so I do not know the rule set, thought this was not allowed in ASA.
What rule set covers this in ASA?
With a two man crew who is responsible for the tag?
Same game, I asked the ump to watch for players leading off the bag about 1 to 2 feet on almost every pitch, they never did made a call on this ?again, what rule set?

Hi kerry,

The runner would be out.  ASA 8-7-v when a runner is positioned behind and not in contact w/ a base to get a running start on any fly ball.

The BU unless they go out are responsible for all tags at 1st base.

A runner  in SP must stay on the base until the ball is batted, touches the ground or reaches HP  ASA 8-7-r
