infield fly on a really windy day

Question
Hello.
A friend of my we talking and both of us are umpires.
On a really windy day.

I told my friend I would tell the coaches we were not going to call any today because nothing will be ordinary. (not sure if that was the correct thing to do or not)

bases loaded:

Here is the thing that happened to him in a game before. (above would have solved it if he said that)
A ball was hit in deep foul grounds high towards first the wind got a hold of the ball and pushed it over between the 3rd baseman and short stop. The ball lands on the ground for a fair ball.

what is the call?

I said in my case I would have a live ball and play goes on.

He called them out and awarded a runner to score.

If this matters below.
A: No def. player makes a move on the ball to catch it:
  Whcih is the case above:

B: But what if one tried to catch the ball and missed:

Thanks

Answer
Hi Rich,

I can understand weather can be a huge factor but I would never tell players and/or coaches before the game that you were not going to call IFs. Just let the game go and see what happens.

I might mention to my partner that IFs might be a little difficult to call but let's see what happens.

as regards to the play I would really have to see it to determine if it could be caught w/ ordinary effort.  If I didn't think so, it just a fair, live ball.

In his ruling he must have called IF for the out and then runners were free to advance at their own risk.  If he called an out and then awarded R1 home, that would not be in the rule book.

A: No def. player makes a move on the ball to catch it:
Whcih is the case above:  doesn't matter, was it catchable w/ ordinary effort?

B: But what if one tried to catch the ball and missed: again was it catchable with ordinary effort, would want to see it
