QUESTION: Recently I was being distracted by the catcher as the pitcher began to release the ball. The catcher would wave his glove into my peripheral view during or before the release of the pitched ball. Is that legal?
ANSWER: Hi Eric,
well there is a rule, "a fielder shall not take a position in the batter's line of vision w/ deliberate unsportmanlike intent or act in a manner to distract the batter." but I would HTBT. It seems the game umpire should have a good view of what was going on. It's also difficult for me to picture what the catcher was doing that bothered you.

QUESTION: It is actually a NSA league. The catcher would move his glove in a swatting motion about chest high between my back elbow and my chest area to distract me.

Hi Eric,
I'm not a nsa umpire but I would assume they have a similar rule. Did F2 do it to every batter? Did you complain to the PU? If so what did the PU say? If I felt it was distracting I'll tell F2 to knock it off. Again I would have to see it.
