Foul ball tag up

Question
We play ASA and up until this year a 3rd strike foul ball that was caught was always called a dead ball and we were not allow to tag up. Then last night we were in the field and out left fielder caught a foul ball 3rd strike and the guy on 3rd tagged and scored. We argued it because of the calls made in the past and even 2 weeks before in the same league. What is the actual rule about 3rd strike foul balls?

If it exists this would be a LOCAL rule, or the umpires were plain wrong, not an ASA rule. In strict ASA play a runner can tag on any caught fly ball (over fair or foul territory no matter the count on the batter) and advance at their own risk.
If it is not a local rule simply bring out the "P" word.
Some other orgs. do not allow a tag on a fly ball caught over foul territory if the batter has 2 strikes.
