Fielder playing in basline

Question
R1 on second base, F6 is in her position in a direct line between 2nd and 3rd base.  If R1 attempts a steal or is advancing on a ball hit to F9, and there is a collision between R1 and F6.  Who is at fault and what is the penalty.  I contend the baseline is a path directly between the runner and the base she is going to, but there is plenty of room for R1 to advance without F6 obstructing her going to 3rd and R1 cannot initiate contact.

Obstruction is the act of a fielder not in possession of the ball or not in the act of fielding the ball that impedes the progress of the runner.  

So in both cases (stealing attempt and hit to the outfield) if the runner collides with F6 who does not move out of her way we have obstruction. Actually no collision would be necessary, if the batter runner is impeded in any way, a good umpire is going to call obstruction. F6 has no right to any position that would impede the runner.
