Mens slow pitch ASA rule


Question
We have a pitcher in our league who does not start his pitching motion until the batter is  in the batters box.  This may sound o.k., however, he starts his motion 4 steps behind the pitchers mound steps on the pitchers mound then releases the ball.

Our question:  Can we wait to get into the batters box until he is on the pitcher's mound?

Or does he have the right to pitch in this manner?

Answer
That motion is simply illegal. ASA softball rules:

Pitching Regulations (Slow Pitch) Preliminaries

Rule 6 Section 1A:
The pitcher must take a position with both feet firmly on the ground and with one or both feet in contact with the pitcher's plate. The pitcher's pivot foot must be in contact with the pitcher's plate throughout the delivery.

Rule 6 Section 1C:
The pitcher must not make any motion to pitch while not in contact with the pitcher's plate.

EFFECT: A dead ball should be called, an illegel pitch ruled, a warning is issued, and repeated action would result in the pitcher ruled illegal, and removed from the pitching position.
