fastpitch crowhop

In a recent ASA tournament game the pitcher was taking what appeared to be a crow hop in that her drag foot was being placed sole down on the ground about 18" in front of the mound.  Upon bringing this to the umps attention (always a dangerous practice!) the ump stated that the pitch was NOT illegal because the pitcher was not clearly driving anew off that second plant.

What is the rule on replant and how is it interpreted?

I don't know about dangerous, most of us are pretty nice guys (or girls).  I have yet to take a bat and plummet a manager (though I've thought about it a few times)

A crowhop is the act of a pitcher who steps, hops or drags of the pitcher's plate, replants the pivot foot, thereby establishing a second impetus (or starting point), pushes off from the newly established starting point and completes the deliverly.

It is intertpreted by the judgement of the umpire.
