force out or not

Runner on first no outs.  Batter grounds the ball to first base man who steps on first.  Throw to second, fielder steps on second but does not tag the runner.  Runner from first to second out or not?  Either way can you send me a copy of the rule?  Or tell me where to find it?  I would like to be able to read it on my own.

The runner from first to second is safe. After the first baseman tagged first the force at second was eliminated and they must tag the runner. However, I cannot tell you exactly where to find this rule becuase I am not sure exactly where to find it.
