slow pitch stop play or time out rules

Question
I play in a women's adult slow pitch league that follows ASA rules for slow pitch.  Here's the situation...no one on base, batter hits to the outfield...ball is thrown in to me at third...runner was halfway between third and second...I run the runner down and miss the tag (barely).  The runner falls to the ground on second.  I still haven't thrown the ball.  As  I go to throw the ball to the pitcher, the runner stands up and runs to third (where there is no one) and than runs to home.  Since this is slow pitch...isn't the ball in a stop play/time out since I was just standing there and she made it back to second?  This has happened twice in this league, same umpire.  There is no stealing in this league...wouldn't that be stealing?

Hi Chris,

Time is called in sp when all apparent play ceases.

It seems to me when the runner is on the ground at 2nd and you have control of the ball, all apparent play is done and time should be called by the umpire.

It's not stealing, we should have a dead ball.we just put the runner back on 2nd
