ASA fast pitch pitching rule

Our pitcher was called for an illegal pitch for going to her mouth without wiping it off.  The existing runners were awarded an extra base and the batter got a ball. The rule is not clear. Since it leaves that section (6)out when it gives the ruling.  (from rules) A pitcher who licks their fingers must
wipe the fingers off before bringing them in contact with the ball.
EFFECT: An illegal pitch shall be called on the first offense. If any defensive
player continues to place a foreign substance on the ball, the player should be
ejected from the ball game.

EFFECT - Sections 1-5, 7,8:
A. Any infraction of Sections 1-5, 7, 8 is an illegal pitch.
B. If the batter hits the ball and reaches first base safely, and if all other runners
have advanced at least one base on the batted ball, the illegal pitch is nullified.
All action as a result of the batted ball stands. No option is given. When a runner
passes a base, the runner is considered to have touched a base.
C. Otherwise the manager has the option to take the result of the play, or the illegal
pitch is enforced by awarding a ball to the batter and advancing all runners one
base.
D. If an illegal pitch hits the batter out of the strike zone, the batter is awarded first
base and all runners are awarded one base.

Hi Mike,

Well 6A tell you it's an illegal pitch for the 1st offense and then ejection, so that's pretty clear to me.  If we have an illegal pitch we enforce the penalty.

The fact that after sec 8 we get "a" the effect of 1-5 and 7 and 8 doesn't have anything to do with 6 in my mind (which already told us it was an illegal pitch) other than b, c and d that spell out the penalty for ANY illegal pitch not just an illegal pitch under 1-5, 7 and 8.
