QUESTION: i have a 14 year old daughter on a 16u team.Can she play down on a 14u team in our own organization for a couple of tour. in spring while she waits for her team to finish highschool ball.
ANSWER: This really depends on the the sanctioning organization for your teams (ASA, USSSA, NSA, PONY, USFA etc.) and the sanctioning organization for the tournaments that she will be playing in. In all likelihood you won't have a problem, but I would need to know the sanctioning organizations for, 1-Your teams, 2-The 14U tournaments and 3-The 16U tournaments to give you a more definite answer.
Even knowing the sanctioning organizations, I don't know the answer to this without some research. I will give it a shot if you want to post another question with the additional information. You could also check the websites for the appropriate organizations for eligibility information.

QUESTION: our tour. our asa and usssa.we are usssa sanctioned. her u16 team will be playing in 1 asa and 3 usssa tournaments. the u14 team tour. will be usssa.
Answer
As long as the 14U team will not be playing in a national or state USSSA qualifier while your daughter is rostered, you have no problem. If the 14U team does qualify for the USSSA state or national tournaments with your daughter on the team, the 14U teams roster is frozen and your daughter can not play for another team in a USSSA state or national tournament unless released from the 14U roster. The 14U team can not fill that roster spot. This is more of an issue that needs to paid attention to for the 14U team.
The ASA rules make no mention of having your eligibility affected by playing on non ASA sanctioned teams. Links for additional information are below.
