Rosin bag

My daughter keeps getting told she's not wiping her hands off enough when she puts her pitching hand in the dirt before pitching. Should the umpire supply a rosin bag?

I haven't ever seen an umpire supply a rosin bag. This would be something the team supplies. The rules say that rosin can be used "under the supervision and control of the umpire". I suppose if a team wanted to supply rosin, a pitcher could use it as long as it was supervised by the umpire.
I think that if a pitcher supplied me with a rosin bag in a game I was umpiring I would keep control of the rosin bag by putting it on the ground at the back of the circle. I would supervise its use from my position behind home plate.
