ASA softball - runner interference

Question
I was told by an umpire that if a fielder (infront of the basepath (ex: in front of a line b/n 1st base and 2nd base) attempts to play a ball, but misses it completely(no touch), and the ball then hits the runner behind him, the runner is not out.  Is this true?
If it is true, then what happens if the pitcher misses a ball up the middle and then it hits a runner who just started running from 2nd base to 3rd base?

Answer
Hi Bill,

A runner is not out when hit with a fair batted ball after it passes an infielder (exc F1) and no other fielder had an opportunity to make an out. 8-8-d

"If it is true, then what happens if the pitcher misses a ball up the middle and then it hits a runner who just started running from 2nd base to 3rd base?"  In this case if the ball had not passed F4 or F5 or F1 had not touched or deflected the ball I would have a dead ball and an out.
