Base awarded on throw under fence

Hi Dr. Ambrose,
Playing in D level ASA Modified league, batter hit ball for single to Left Center. Rounded first to go to 2B, then saw SS had cut throw, so batter retreats to 1B. SS attempts throw to 1B which gets by, then goes under fence through a defect in the fence. Should the umpire award 2B to batter, even if apparent batter could not have otherwise advanced?

Hi David,
In ASA play the b-r would get 3rd.
On overthrows (balls that go out of play) we always award 2 bases from the runner's position at the time of the throw. Although it may not seem fair it makes no difference that there is a hole in the fence.
