Stealing second after a walk U12 Softball

I am trying to interpret the stealing 2nd after a walk rule with a runner on third.  If the ball is in the pitcher's glove in the circle when the girl rounds 1st and takes steps toward second and the pitcher makes a play on the runner by throwing to the second baseman half way to second can the runner return to first?  Also, when can the runner at third break to home? Is it only after the ball is thrown?  Last question,  If the pitcher fakes the throw and the runner stops or retreats to first is she out.  The ball never left the circle.  I am trying to figure out the best way to defend this.

The LBR is not in effect if the pitcher makes a "play" on any runner.

Yes it is as soon as the pitcher goes into a throwing motion.

No, faking a throw is considered making a play
