Which umpire has the call?

There is a runner on 3rd with 1 out.  The batter hits a fly ball to center field which is caught.  The runner stayed on the base until the ball was caught and the centerfielder was about to throw the ball.  The runner touched home and was called safe by the field umpire.  The plate umpire then called her out and said she left the base early.  This run tied the game and would have possibly moved the game into ITB at 11:10 pm. Which umpire had the call on the runner?  I have been given 2 different anwers.

Hi Laura,

I have no idea in the world why the BU would give a "safe" signal on this call.  They have no responsibility in this play, unless they communicated a deviation and you don't tell me that.

If it were a proper appeal by the defense, w/ a runner on 3rd the PU is responsible for the tag, it's their call, whatever it is.

Umpire manual, tag up  pg 210 the PU has responsibilities for all runners at 3rd base.
