winning pitcher

QUESTION: Starting pitcher pitches the first 4 complete inning, no runs allowed and score is 4 - 0.   Pitcher change 4 innings, the 2nd pitcher finishes the the last 3 inning of a  7 inning game.  Which pitcher is credited with the win.  Final score is 9-0.  this is a Minnesota High school game.

ANSWER: Because the starting pitcher pitched four innings, the answer is the starting pitcher gets the win.

Is your answer based on Minnesota State High school league fact or assumption.   I assume the first pitcher is the winner also but I need factual rules or "bylaws" for mn girls fastpitch softball.   Can you forward the ruling my way.  thanks
