international tiebreaker
Question
In fastpitch, USSSA, ASA or whatever you are playing, please clarify the intenational rule. I quoted USSSA (rules being used) as previous last batter out previous inning at 2nd base no outs.
Coach and parent stated "international rule says runner at 2nd and 2 outs. I have been unable to find this response. I have officiated for over 35 years at all levels and yet have not seen this rule stated using 2 outs. Can you clairy?

Larry,
The reason you can't find a description of the ITB as stated in your question is, it doesn't exist.
The ITB is in place to encourage scoring runs, not discourage it. I would love to start an inning with two outs and a runner on second if I was the defense. Not much chance of getting the runner home.
The ITB is runner on second, no outs. Now, that is a problem for the defense.
