3rd. strike foul tip

If the batter on a 3 and 2 count foul tips the ball and the catcher gets hit on his/her chest and covers the ball with there glove is the batter out or is it considered a foul ball and the batter continues to bt?

That's a good question. A foul tip is a ball that goes "sharply and directly from the bat into the catcher's mitt or hand and is legally caught by the catcher."
The biggest difference between a foul ball and a foul tip is that the ball remains alive (in fast pitch and baseball only)on a foul tip. I still hear announcers of major league games call foul balls foul tips just because the ball is isn't hit squarely by the batter.
So- in answer to your question--the ball would be declared dead in your situation, and the batter would continue his (or her)at-bat.
