infield fly with just a runner on firstbase

i have seen the following and wonder what would be the correct action to take. runner on 1 base only batter hits an infield fly and the shortstop lets the ball hit the ground and then picks it up and throws to 2nd and then to first with the umpire then calling both the runner and batter out on a double play. this seems like it should be covered under the infield fly rule but that rule only covers runners on first and second, or when bases are loaded. what is the correct action

you are correct it is NOT an IF. In most (but not all) orgs. ASA, etc. you must actually catch and then drop the ball to have an intentionally dropped ball, dead ball batter out.
If the b-r is hustling to 1st base seldom do they turn a dp on this, although it does happen from time to time. To me it's part of the game, it's where your batter hit it, and why penalize the defense from trying to make a play. They have to take a chance on a bad hop, etc.
In a very few orgs if you could easily catch it, they call it an IDP.
