I was wondering where the rugby tackle fell on the g-max scale.

I couldn't find any formal numbers but they are probably very similar. There is a bit of drama in the article though because although their are a lot of tackles in Football and even more during a game of rugby not every tackle is as picture perfect as the one depicted.
