Awkward Skating

My 5 yr. old son has been skating for several months now and is beginning hockey programs.  He has consistently had problems with turning his ankles inwards while skating.  We constantly address it with him, but he continues to do it.  His Bauer skates are a size too big (his shoe size is a size 13 and his skates are a size 13), but we have attempted the "multiple socks" idea to make up for the difference to no avail.  Is this something he will grow out of or is this potentially a skate problem?  Do we need to consider purchasing a smaller skate?

Having a skate that's a size too big will make a big difference. Do you know how to size skates? If not, here's how to tell:
Have him sit and put the skates on, kick his heel back and tie them up tight. Can he feel the end of the skate with his toes? He should be able to. It shouldn't be terribly uncomfortable, it should be a snug feeling though. Now, have him stand up... have him bend his knees over the toe of the skate so his toes pull back... does he still feel the end of the skate? He should be able to just feel the end of the skate when doing this.    Another way to tell is to take the inserts out of his skates and have him stand on them with his heal at the back of the insert, do his toes come up to the end of the insert? He should have at the most a half a thumb width of growing room. Anything bigger will be too much and you will definitely want to consider getting a smaller skate.
Do you by any chance have a place like "Play it again sports" around you? If you do you can take his skates there and they'll buy them from you. That way you can at least still get a little money back. Or maybe you'd like to keep them around for when he does grow into them. I would definitely buy the right size skate for him though... he shouldn't skate around in skates too big for him. It will affect his skates.
As far as him turning his ankle inwards, it could be the skates, or it could be just habit. Did you talk to his coach about this?
