hockey penalties
Question
It seems like a simple situation: this is Peewee 11-12 year olds - Canadian league
Team A15 gets a 2 minute minor at 5:00
Team B3 gets a 2 minute minor at 4:30
1st question, should the teams now be playing 4 on 4? These are not "coincidental penelties".
Then at time 4:00 Team B scores a goal.
What happens to A15? Does he come out of the penelty box? Making this a 5 on 4 now with a powerplay for A until B3's penelty is over?
The other team is saying that because it was 4 on 4, A15 should not have come out of the box....until his penelty time is completely served.
When going through the rule book, I cannot find a specific case for this situation.

The other team was right! If a goal is scored at EVEN STRENGTH (and 4 on 4 is still even) - then the penalties are not terminated! The only time a penalty is terminated early is if a goal is scored by the team with the extra player!
I don't there is a specific rule about this scenario except for the rules which refer to shorthanded play and even strength play. Most people think of even strength as 5 on 5 --- but it also includes 4 on 4 AND 3 on 3 - regardless of the amount of time left on any of the penalties! -- i.e. even if a goal is scored 1 second before a penalty is over (and it's still even strength)- it is still even strength and the penalty is not terminated early!
