I need some more information Before I can answer this what mechanics are you using: 7 man 5 man, etc. and are you using local association  mechanics or national mechanics?   

We don't weigh the game ball but rather measure the air pressure.

There are several mechanics manuals used  for high school (National 5 man; CFOA mechanics, local associations also tend to have  their own or modified mechanics.)

Generally speaking, high school associations will assign the Umpire to check balls and approve them for game use.  I am not sure what you mean by securing the balls.  Again, generally high schools are not treated the same as colleges with respect to the number of gam,e balls, securing them an hour and a half before KO and we usually will find the intended game balls on the field and inspect them prior to the game when the balls are available to be inspected.
