Example: running play runner is tackled out of bounds. Clock stops of course. Next play is a running play but the offense commits a holding penalty. Defense accepts, marks off 10 yards. When does the clock start? on the snap or ready for play? This is High School Football

The general rule for a fan is to keep in mind what the status of the clock was before the clock was stopped to administer the penalty.

Rule 3 of the National Federation and NCAA rules govern the clock operation.

In your example [play is a running play but the offense commits a holding penalty] the clock starts on the snap.  The foul kills the clock [offensive holding].  The clock was running when the down ended.  After the penalty is enforced the clock will be started on the ready.
