Yes, they should. High school is little different than college and pro in that a field goal and punt both function entirely the same way as scrimmage kicks, or in other words a field goal causes the same things to happen if the ball had been punted instead of place kicked. Just like with a punt, one the ball breaks the plane of the end zone, it is a touchback (unless the field goal is made of course). If the ball stops on the 2 yard line and is downed or declared dead, the the ball will be spotted an that the 2. And in this case if the ball goes out of bounds at the 30, it should be spotted at the 30.
