NCAA Fumble Rules
Question
If a player on team A fumbles the ball on a 1st and 10 at the 20, about four yards into the run(24 yard line) and a player on the same team recovers, is it a 2nd and 6 at the 24 or a 1st and 10 from the 24?
and
What if in the same situation team A runs past the first down marker, fumbles it backward and team A recovers the ball at the 28...two yards short of the 30.

Assuming it is A's Ball 1st & 10 at the A-20; A runner fumbles at the A-24 where it is recovered by another A player at the A-24 where he is tackled or downed or the ball is deemed dead at that point, then the answer is:
A's BALL 2ND & 6 FROM THE A-24 YARDLINE
In your second question The ball becomes dead at the A-28 yardline in team A's possession. Therefore it will be 2nd and 2 from the A-28 yardline.
