If someone catches the football and one foot is in bounds and half of the other foot hits in bounds before the other half goes out is it a fair catch??????????????????????

I do not answer NFL questions as this is outside my area of expertise as an NCAA & Federation Rules expert.  But I can generally explain this rule for you so you have a clear understanding.

In the NFL the reciever must have Both Feet clearly in bounds to complete a catch.

If one foot or part of one foot is out of bounds (touches the sideline, endline or pylon) that foot is considered out of bounds.

In your situation:  a reciever/player "catches the football and one foot is in bounds and half of the other foot hits in bounds before the other half goes out".  The second in your situation is out of bounds.  Because "half of the 'other foot' hits [out of] bounds" it is deemed an incomplete pass.  The entire second foot has to come down in bounds for it to be a completed pass or catch.

You ask the question using the term "is it a fair catch".  The term FAIR CATCH is a term of art that applies to catching kicks (scrimmage kicks or free kicks - punts and Kick Offs).  

A fair catch of a scrimmage kick is a catch beyond the neutral zone by a player of the recieving team who has made a valid signal during a scrimmage kick that is untouched beyond the neutral zone.

A fair catch of a free kick is a catch by a player of the recieving team who has made a valid signal during an untouched free kick.

A valid or invalid fair catch signal deprives the receiving team of the opportunity to advance the ball, and the ball is declared dead at the spot of the catch or recovery or at the spot of the signal if the catch precedes the signal.

If the receiver shades his eyes from the sun, the ball is live and may be advanced.

Valid Signal - A valid signal is a signal given by a player of recieving team who has obviously signalled his intention by extending one hand only clearly above his head and waving that hand from side to side of his body more than once.

Invalid Signal - An invalid signal is any signal by a player of recieving team that does not meet the requirements of a valid signal .
