Answer
hi john.
well I'm not to sure how badly your height and weight will affect you, but it will affect you. your not going to be able to see past your line men ( no pun intended) I my self am in gr.9, 6'4, 230 pounds and play O tackle. I doubt your going to be able to see past me if Im standing up straight. as well, if your linemen cant do a good job of blocking, and your forced to run, your weight is going to be a dis advantage because its not going to be to hard to knock you over.
for strength, do weight training. focus on your shoulders, chest, hip flexor and thighs. make sure you have strong shoulders to protect your rotator cuff. you use this when you throw. I've dislocated and sub located both my rotatar cuffs in each arm, adn its very painful. the stronger your shoulders arm, the less chance you have of tearing it. you can find many exercises on google or youtube even.
for accuracy, theres not much you can do, other then just tossing a ball around with a friend. perhaps you have a friend who plays TE, reciever or running back. you can practice plays with them and work on throwing while on the run. or play baseball. anything that like that can help you.
I'm not quite sure what you mean by mechanics, but all i can say it work on the above, put on some muscle weight, get stronger, hopefully grow a little bit, and you should be good to go.
