Question
High school football team lacks a punter or decides to kick from field goal
formation on 4th down regardless of field position: A) is this legal; B) if the
what appears to be a field goal attempt is not good, where should the
defensive team gain position? A) wherever the ball stops/goes out of bounds?
B) at the previous line of scrimmage? have you ever seen or heard of this
before. Encountered it for the first time last night, just wondering what the
correct call is. THanks.

It depends on what rules your state high school is using - NCAA or Federation rules. Those two rulebooks teat the scrimmage kick/ unsuccessful FG differently.
To answer your questions:
A) the formation is legal on any down.
B) the spot of the ball depends on what rules are being used and whether the ball was kicked outside the 20 yardline. Where the receiving team should gain possession is is not something I can answer other that where the the receiving team with possession causes the ball to become dead. If the ball is never touched or possessed by the receiving team then the ball under Federation rules is placed where it becomes dead or goes out of bounds [you treat it like a punt]. If you play under NCAA rules and the ball was kicked inside the 20 yardline you place the ball at the 20 yardline. If the unsuccessful FG was attempted outside the 20 yardline you place it back at the previous spot.
