OT -PAT penalty

My question concerns a high school football game played this past Friday night to determine the next round of playoffs.  The game ended in a tie.  OT began with Team A having possession of the ball.  They scored their touchdown.  They were then stopped own their 2 pt. try.  Team B then had their possession and made their touchdown.  On the PAT the ball was snapped and in the place kickers hand when a whistle is blown.  The PAT is good.  Everyone waits to see  the officials call good kick.   (Most of us did not even hear the whistle. )  One of Team B players (captain of game) sees a flag and says what is that flag for and the official said offsides on the defense (Team A) what do you want to do?  our player said we want to win this ballgame.  if we decline do we win and the official said yes - our player declined the penalty- the official did the motion for offside- decline- put his hands up for good PAT and said game over.  TEam B then ran on the field celebrating a few fans came onto field also and then another official began talking to Team A coach who ran out onto field yelling and screaming and everyone was waved off of field.  The official then said kick would have to be done over and gave  Team B a 15 yd. penalty on the next PAT attempt for excessive celebration which that PAT was then blocked. On the second overtime Team B gets the ball scores PAT is good, then Team A gets ball Scores and goes for 2pt try and gets in and the officials walk off the field.  Was that call on the PAT correct? And is that excessive celebration when a team is told the kick is good game over and run around on the field?

Sorry for the slow response. Now, if this happened exactly how you explained it ( no, I am not calling you a "story Teller", it just wowed me), If Team B was celebrating a victory after the fact, that is not an excessive celebration penalty, as far as the game goes. As far as the penalty goes, well according to the interpretation of the off sides penalty. They may have blown that call also. Unless there was contact made before the ball was snapped or the defender had a free path to block the kick, defensive off sides always continues, with the offense having the choice to decline or accept the penalty after the play is over.
