can a fullback cut block a defensive end as part of pass protection if the DE is not engaged with another offensive player?

Thanks for your question. From your question I note it is under NFHS rules. The term cut block you use I assume you are describing a block below the waist. As you know players cannot Chop Block. Your play is not a Chop Block. I assume the DE is not in the Free Blocking Zone. So the answer is no the FB cannot block the DE below the waist, it is an illegal block below the waist.
