In missouri highschool football would it be legal if a d-end was lined up over tackle, the tackle pulled and the gaurd blocked the d-end from the side knee high? cut/chop block

This is a block below the waist, it is not a "chop block" and there technically is not cut block defined within the rules - technically the term for this block you ask about is a block below the waist.
You are asking about whether blocking below the waist is legal under National Federation of High School Rules (Rule 9-3-2 and Rule 2-17 ). Generally under High School rues Blocking below the waist is NOT legal (Rule 9-3-3) except if in the free blocking zone (FBZ) )per rule 2-17. To be able to block in the FBZ the blocker and opponent must both be in the FBZ at the time of the block and were on the line of scrimmage at the snap. The FBZ is a 4 yard by 3 years rectangular box [4 yards either side of the "snap" or [position of the all when snapped] and 3 yards behind each line of scrimmage and the ball must be in the zone when the block occurs - after the ball leaves the FBZ the zone disappears.
So in your question the DE is blocked below the waist by the pulling G. This is illegal because it is a block below the waist,. However it may fit within the exception to the rule and thus be a legal low block id the block occurs within the free blocking zone assuming the DE was on the line of scrimmage and in the Free blocking zone at the time of the snap. The fact the DE was lined up over the tackle and assuming the linemen were in normal splits it is likely the DE was about 4 yards from the snap and was within the free blocking zone. To be legal the the ball had to be in the zone.
To answer your question fully i need to know two additional facts : was the ball in the zone at the time of the block and was this from a T formation or a Shotgun formation? If it was from a shotgun formation it will be illegal because a block by a G against a DE is not immediate and thus will be deemed illegal. If the ball was still in the FBZ then it is legal, if the ball was outside the FBZ then it is illegal.
