Is there any regulation or specification about the minimum quantity of light (luxes) in a bowling lane surface?

I'm not sure if I understand the question. Wood lanes are comprised of specific materials, and synthetic lanes are basically pictures of a wood lane. Are you asking how much light is needed to use bowling lanes, or how much light they reflect?
Lighting the lanes for optimum use, I'd expect, is provided to center builders (buyers) by the capital equipment makers (they usually sell a design with blue prints and specifications not just a list of equipment). Saving even $100,000 on a build that will cost you $1,000,000 in operational cost in 20 years happens in most every center I've seen.
I've run small to large bowling centers and layout is sometimes a sore subject. As designers do not design for optimum use and ease of operation, in my experience. I've seen the same cookie cutter layout from a couple of the major equipment makers, that seems to have been the basic bowling center blueprints for decades.
If I was designing a center, I'd design for operational ease, equipment versatility and utility (electric, plumbing, HVAC, refuse/recycling, refrigeration, storage and maintenance).
