if you want the ball to be more potent say positive balance for moreangle what is the proper b-hole position to the left or to the right of thumbhole.example if the two front tires have equall pressure goes strait if you want it to go right (pocket) you lessen the pressure on right side what do you think i feel like my ball is in a negative state ther fore how much left or right is needed

Good analogy, but bowling ball weights, dynamic imbalances and altering the core influence with weight holes, only work if the road you roll on is consistent (the lane and ball surface might cause a problem). You're looking for a quick solution for a complicated problem.
I'm not sure that a weight hole alone is the slam dunk solution. But, putting the hole in what is called the "double thumb" position, should influence the ball up to 40%. But the rest of the ball layout must have the core positioned properly, for the weight hole to be most effective.
First, dramatic static imbalances can influence a ball, but be a negative effect if the speed of the player or the length and volume of oil restricts the ball from gaining friction at the proper point on the lane.
The quick primer: getting the ball to roll earlier hole on your PAP, a little longer and stronger a third of the way closer to the Mass Bias, stronger still 2/3 to the MB, strongest (double thumb) on the MB (or actually right next to it, keeping the MB location helps understand where the different elements of the core are located).
Lastly, successes with balls with weight holes may not mean the weight hole was the significant contributor, what about the ball itself? Examining the equipment you've had success with should suggest influences, and characteristics. Layouts can't create dynamics that are not present only improve or restrict what's in the ball.
