Answer
Currently, to my knowledge, there are no international requirements or standards for lighting and air conditioning systems. The things to take into consideration are even diffused lighting and air flow to fill in areas of the building evenly without significantly affecting the rate of evaporation of the oil.
Lighting should be such to prevent reflections on the surface of the lanes. Try to diffuse the lighting with lens covers and angling the lighting to point more towards the pinsetters and less toward the bowlers. Also take into consideration how wall graphics and signs could cause reflections on the lane. Are you aware that many centers also offer black light bowling? If you want to offer this you may want to add an additional bank of lights for the black lights if your budget allows for more light fixtures.
Temperatures in most center are around 62 - 64 degrees farenheit with additional ceiling fans on the bowlers seating areas.
Good trade magazines to subscribe to would be BowlingIndusrty.com and Bowling Center Management. You will find articles about lighting and HVAC issues as well center management, pinsetter care, marketing and the classified ads will sometimes list consulting companies and architectural firms that specialize in bowling centers.
