QUESTION: Team A has ball and lose it in backcourt. Team B gets to ball first and touches but is not able to gain control. Team A gets ball and heads back up court. Is this considered over and back.

I'm sorry I cannot answer the question as asked.  Is team A in the back-court when they lose possession?

If the ball crosses over the half court line into the opposition's home court, as soon as the opposition touches the ball it is a back court violation.

QUESTION: Let me try again a little clearer. Team A crosses midcourt. They then proceed to lose ball in backcourt. Team B beats them to the ball and touches without actually gaining possession. Team A gains possession and heads upcourt. Is this over and back or does Team A keep possession?

NCAA 2010 AND 2011 MEN扴 AND WOMEN扴 RULES
Section 3. Back Court/Front Court
Art. 4. A pass in the front court that is deflected by a defensive player so that
the ball goes into the back court may be recovered by either team.
Section 15. Control桺layer, Team
Art. 1. A player shall be in control when:
a. Holding a live ball; or
b. Dribbling a live ball while inbounds.
Art. 2. A team shall be in control when:
a. A player of the team is in control;
b. While a live ball is being passed between teammates; or
c. When a player of that team has disposal of the ball for a throw-in.
d. During an interrupted dribble.
Art. 3. Team control shall continue until the ball is in flight during a try for
goal, an opponent secures control or the ball becomes dead.

Meaning:
When team A regains possession in the backcourt, in your scenario, they have committed a backcourt violation, unless a pass was knocked into the backcourt by a defender.
So again, the question is vague in the respect that you have not specifically verified how the ball ended up in the back court.

QUESTION: The offensive player actually threw the ball into the backcourt without it being touched by defense. The defensive player was first to touch in backcourt but was not able to gain control. If I understand what you wrote this would be a backcourt violation which is what I thought it should be.
