is there a specific rule that governs between metal and rubber cleats at 13-15 yr.olds

Allowable player equipment, including type of cleats is determined by the association that a league plays under. For ages 12 and under I have never seen a league that allowed metal cleats. With High School age kids, I've never seen a league that did not allow metal cleats. However, for whatever reason, ages 13-15 seem to be a crap shoot. But again this goes back to the specific organization your league plays under (Little League Baseball, Dixie Youth, Dizzy Dean, Babe Ruth, etc.) and will always be expressley commented on in their rule book.
