Right-Handed Pickoff move to 1st

One issue that I've run into on more than one occasion is what is considered a legal move to first and what is a balk by a RH pitcher. I maintain that the pitcher must first step off with the pivot foot. That may actually be a step back, or perhaps the jump move. I would suggest that once the pitcher comes set, if he picks up the lead foot first, he is committed to pitch. What I'm struggling with is locating the actual rule in the high school rule book.
Can you confirm that I have an accurate understanding of this rule and could you potentially point me to it in the rule book? I need to be able to show a couple of umps around our league. Thanks in advance.

A right handed pitcher must step off the rubber with his right foot before he can pick at first base. If the pitcher lifts his left leg he has committed to pitching the ball. That is why the "jump move" has been outlawed recently.
I have no information about where to find this rule in the rule book. This was how the rule was explained to me by Major League umpires.
