Stealing base on ball foul

Mike, I just watch my sons little league game. I found it unusual by comparison to the leagues I played in my youth. Here's what I saw happen, many times during this game.
The Runner on second, alone first and third base empty,on 3-2 count a call ball four, the runner steals third on the call. not forced to move because there wasn't someone was on first. And kept the move even though a ball four was called.
I learned and played you can't steal base on a called ball four. Forced runners advanced and non-forced stayed in place on the bag that they were on. then the ball would return to play as the pitcher was ready to pitch and the umpire restarted play. then the runner could again steal from that point. the only time I ever remember stealing on ball four was a dropped pitch. I looked for my answer and have been unable to find anything close was this a rule our league locally played with or is other way correct? I hope this makes sense and you can clarify it. thanks

I have not heard of the rule you described. In leagues which allow players to steal bases, I don't know of a restriction whereby you can't steal on a walk. The ball is still in play after ball 4, so in theory a baserunner should be able to advance at their own risk. Under normal circumstances, the player should be an easy out, assuming the defense is paying attention. Your league certainly could have adopted a different rule, although I'm not sure what the benefit would be.
