If there's a runner at 1st and the batter hits a grounder to 1st, the 1st baseman steps on 1st first then throws to 2nd making it a tag out at 2nd, where is the best area of 2nd base for the Short Stop or 2nd baseman to be at to get the throw to tag the runner out?

Answer
It really depends on where the runner is in relation to the baseline. Shortstop (who should be the one fielding the throw from the 1st baseman under your scenario) would probably normally be inside the baseline on the inside part of the bag. If the runner is running on that side of the baseline, then simply make the play to the other side. The 1st baseman while making the throw should call out which side by yelling "inside" or "outside", to avoid hitting the runner in the back with the ball.
