QUESTION: if a player is tripped up 2 ft from homebase, and ends up on his stomach, is he allowed to tag up by hand contact with the base?
Not that it matters but, I'm talking about a bunch of 10 year olds.

ANSWER: Susan,
Yes, you are correct as long as the runner touches the base with any part of their body weather they are tagging up or trying to beat a throw it is ok.

QUESTION: In regards to the first question, the umpire called the player out and told the parents to get over it because the "call" was up to his discretion. what should the call have been, in your opinion?

Susan,
My opinion would depend on the level of play you are referring to.  If it is older little league I would call the player out if there is a slide to avoid rule because these players should have learned the proper rules in the lower levels.  If it is younger players than I might make an exception for the first offence while letting the coaches know about the rule and to relay it to the players.  This ruling is mainly for safety.
