When pitching to the batter can the pitcher take his foot off the rubber as
part of his wind up?

Answer
The natural wind-up of a pitcher is stepping back with the opposite foot in which he throws and then stepping to the front of the rubber to get a push off with the other foot. That last step will take the foot off the rubber for a small amount of time and yes this is legal.
